Should I apply for a job that lists a specific masters degree in the essential requirements section if I don’t have one?

It sort of comes down to art vs science, journalism is more of an art, information management in some respects is more of a science (data science as mentioned) and there are things to be taught that aren't always developed on the job, that said there is definitely an art to it too as there isn't a wrong or right answer in many aspects of it but you need a good grounding in the data principles to make those calls. I'm waffling now, I can see the value in a qualification, but there's no reason the skills couldn't be developed in a structured traineeship alongside some academic modules rather than a postgraduate qualification from a university. But whilst there's more applicants than there are job roles, there isn't much appetite for a shake up.
