Rented house with windows that don’t open

Is this allowed?
DD has moved into a brand new ground floor flat. One of the things she loved was the light - 3 very large windows in the living room/kitchen and 1 in the bedroom.

Bizarrely none of the windows can be opened. They are literally fixed pieces of glass.

I had similar issue in a former flat amongst other issues including fire escape blocked they literally locked the door at the bottom. I contacted the fire brigade etc and the building were forced to make the adjustments by law.

Cabbage king thi is wrong. I had to have a lovely, opening window replaced to to an ugly looking one (had to do with hinges, lovely window was mm too small) to meet building regulations on a ground floor extension I did in my last home even though there were French doors to the garden immediately outside the ground floor bedroom door as well a another set of French doors in the next room. Ground floor or not, there needs to be a way out in car of fire.
