Are nursing homes allowed to have inside visitors yet?

Just been to see my friend in his nursing home. Usually meet in a courtyard with a gazebo. Which is fine. However the gazebo was damaged by wind the other day. It absolutely poured down just as I arrived and we all got soaked as there was no shelter. I don't mind but older people shouldn't have to get wet!

PHE have left it to the local areas directors of public health to make the decision as to how local care homes proceed.
