Housing help for a teen please

My son is concerned about a friend (1 week from turning 18) She wishes to find an alternative place to live due to her mum's unreasonable behaviour. (I don't know details but abuse was implied)

I can offer temporary refuge but where can I get help so that she has a permanent place to stay? Her Dad can not have her and there's no other extended family.

One of my brothers friends had this. The temporary helper phoned adult social services and the teen was in a hostel for a while then given a very basic council flat in a pretty rubbish area but it was perfectly serviceable and meant they could still go to the same place of work etc.
