It'll be due to small parts not being tested under that age group. Just means they would need to be supervised by an adult (which they would be anyway)

They are saying it could be used over two but Europe/our government say over three as small parts.

Pre-assembly (assuming you have to put it together yourself) it probably has small nuts/bolts etc - so not safe for under 3s.
Post-assembly safe for over 2s.
