See which banks have branches there or agreements for withdrawing cash etc?

Agreed, I would look to find a bank that has branches in her nearest town. I would just search on Google maps and see what you find. HSBC tends to be good with international banking, but I don't know if they have any branches in the Netherlands. Alternatively, she could just get a local bank account. I have accounts in two different countries (dual citizen, haven't lived in one for over 10 years but still maintain an account there for travel and because I have family there).

A colleague uses Starling Bank for payment in euros and I use Transferwise.

It depends on how she wants to access cash and payments in the Netherlands.

Maybe look at Revolut? I think it would mean should could be paid in Euros and spend Euros, but could also exchange it for GBP at a fairly good rate if she wanted?

Another vote for Revolut –you transfer cash into it as you need it and spend at the current exchange rate. You can withdraw up to a certain amount every month for free (I think a few hundred). It's a lifesaver for travelling.
