Is it safe to put dry mealworms out for birds yet?

Hi, I always pour a little water into a tub I have specially for mealworms. I mix them in and leave a few mins to soften them then put them out on bird tables and shed roof. I find if they are dry they crumble to dust and it must be difficult for the birds to pick/peck them up!
