Has the government changed the consumer rights law?

I have just ordered some good from the eSpares site, used them loads, normally good service. I'd not noticed the delivery address was still set to my office - now closed. Tried to amend order, can't do it. Thought I would cancel order and place again with the corrected details. They tell me I am not allowed to cancel the order because the government has change the law? Can anyone tell me if this is true? I realise it was my error, but if we have lost the right to cancel orders I think that should be made more clear to us?

You never did have a right to cancel once an order for goods had been accepted. You did, and do, have a right to refund.
