Can it be planted in the garden or is it a strictly indoor plant?
Also why is it growing new roots so high up?

Is it Kalanchoe (Flaming Katy?). If so, it's an.indoor plant if you're in UK

Looks like a Kalanchoe. Those are adventitious roots, they use them to spread, so if a bit growing adventitious roots touches the ground it takes root and you effectively have two plants where before there was one.

Yep, flaming Katy. Just an indoor plant, although you might be able to leave it on a patio over the summer.
It needs repotting by the looks of it. It grows roots and bits drop off ( if you can cut them off) which can be potted up to grow new plants.
