eBay item says it's delivered but it's not!

Just wondering what I do next...ordered some plants and Hermes tracking say they were delivered on 28th March but they weren't (well not to me anyway!).

What do I do next?

Open a dialogue with the buyer? I'm afraid Hermes have a terrible reputation for not delivering items.
