What cream can I apply to these spots on DD’s face?

DD aged 3 has had these spots for as long as I can remember. She also gets them on her upper arms. They flare up and go down. She’s not having a flare up right now but hopefully you can see what I’m talking about from the pictures.

The GP recently said just to leave them when I mentioned it at an appointment about something else but I’d like to apply something and see if it’ll clear it up. Any suggestions?

There are over the counter creams.

I used to get it on my upper arms, and exfoliated with St Ives, then moisturized with cocoa butter. I would not do that on a face though.
