Ideas for things to do to garden for toddlers

At the moment our garden has double swings and a tiny slide. I have very active 3.5 YO twins but they both have ASD and can’t really make their own fun. Sand is out as they eat it, as is playing with stones or chalk etc

So far I’m thinking some kind of water table, and something DT1 can balance on (not sure what).

Wish we had a climbing frame but our garden is long and narrow - found a good one but unfortunately we don’t have anywhere near the required perimeter.

Any suggestions for things I could set up out there with things I either have or can get delivered, even if we have to wait until after this semi lockdown period?

Any toy animals they could play with amongst the grass to make the scene.
Painting- some easels set out.
Laying down nuts to see if squirrels come.
Children’s hula hoops
Bubble machine
A ball and mini goals
