What sort of books does he like? Does he read a lot?
The only books my reluctant reader ds1 (15) has voluntarily read in forever is The Hunger Games.
DS2 (13) otoh is like me. If it has words he will read it. He even read my old Bunty and Twinkle annuals recently because he couldn't find anything else he hadn't read in the house Grin

The Cherub series and it's prequel series Henderson's Boys by Robert Muchamore are quite action packed (and a bit violent and sweary) or if he hasn't read the Alex Rider books by Anthony Horowitz maybe read them first. Both series are about child spies but the Alex Rider ones are less violent.
I enjoyed the Gone series by Michael Grant.

Does he like zombie stuff? The Enemy series by Charlie Higson
Mazerunner series
Dan Smith has written some good books like Below Zero and Boy X
