Named participant dropping out of holiday - payment?

If someone's name is on the booking document for a holiday, do they have to pay if they decide not to travel?

Morally - person whose name is on the document.

Legally - I'm not sure.

It is the person who made the booking as far as I know x

The contract is with the person who made the booking.
