The marmot report recommended reducing child poverty to 10%

I found that a really interesting recommendation for a number of reasons.
The first is the fact he's willing to state it so baldly. It's a statement that he sees child poverty as a political choice.
The second is, why 10%? Why aren't we aiming for zero? Or is it that at 10% we can ensure those children aren't disadvantaged by poverty as it's not so widespread?

I agree no child or person should be living in poverty in 21st Century Britain.
