Rich's might be a department shoe in southern states of America....so it may have been made in Belgium for Rich's

en.m.wikipedia.org/wiki/Rich%27s_(department_store)

And also from Wikipedia :
"Until now there is still an existing production of Brussels lace made by hand in Belgium. This production is getting smaller and smaller as the workers are getting older, but there is still a hope it doesn't die out entirely.

Two types of laces are still produced :

The Renaissance lace is a needle work using a machine made tape. Even if the designs are not as intricate as the antique laces such as "Point de Rose" or "Duchess lace" it remains nice and still demands lots of hours work. This lace had been developed early 20th century but it became famous some years later. This work is strong and easy to wash. It's even adapted to be washed by machine."

Thanks so much - I can't googled the Renaissance bit (stupidly)

Looking at the stitching it is machine done - and I was trying to work out when it might have been made but knowing it was sold in America that fact that it's measured in inches doesn't mean it's pre 1970s
