Cleaning a cooker covered in clingfilm and fat?

Tenants covered the panel and control knobs in clingfilm and it's kind of emulsified with a layer of fat. They worked in catering and I wondered if this is a normal thing to do in professional kitchens (with a corresponding method of removal)?

I've tried to pull the film off but it disintegrates. I guess elbow grease is one method but I'm thinking there must be a more effective way to lift/soak it off rather than scrub it off iyswim. The knobs can be removed and soaked, but in what?
