Phone calls from Tonga and Belgium

In the wee small hours of the morning I get telephone calls from places like Tonga and Belgium. What's going on?
Is this how phone hacking and identity theft begin?
Ta!

Recently I’ve had some from Uganda and South Africa within the space of a couple of hours. I just ignored and blocked the numbers. I think it’s random mostly.
