No heating or hot water since last Wednesday

I rent my house from a housing association.

Last week (Wednesday) my annual boiler check was done and they said they needed to cut off the gas until it was fixed. They came back Thursday and fitted the part and told me they couldn't switch it back on because another part was needed. They came back Friday and something else needed replacing but couldn't switch it back on because a 3rd thing needed replacing. Was told by the engineer that he would pick the part up that night on his way home and would come back Sunday (yesterday) between 10am-1pm to sort it. At 2pm I realised he hadn't been back so called the out of hours service, she took my number and told me she would trace it up and call me back, I sat and waited until 4pm then I had to drop my daughter to work. I got home at 4:30 and a note was put through my door saying they'd been but no one was home and the time of the card was 4:20. Called this morning and he's coming back this morning.
Should I complain? Is this right? When they switched the gas off Wednesday they never offered to give me any heaters or anything and said they didn't have any in stock. I've had to borrow 2 little blow heaters from my mum, it's cost me £60 in electric since Wednesday to run them, I've 2 little ones age 5 and 3 who both have hacking coughs I'm so pissed off. What should I do?

They need to provide heaters for you. Ring up and complain now

Just like to add aswell that the lady didn't call me back when she sent someone out to warn me they was coming. Also the boiler was working fine before all this but they said by law they had to turn it off, nothing major wrong with it but need to replace a gromit and some sensors.
