Oven smells of burning rubber.

I've been in my new (rented) flat for 4 months. All of a sudden the oven has started smelling of burning rubber when turned on. It's really really strong and overpowering.

Nothing has been left in there. It's clean. Does anyone have any ideas?

It's the wires at the back that have probably burnt through due to an electric surge. . We had this last year. A repair man came out and it cost us around £60.
