Messed up my hair by using thinning shears - the regrowth looks awful

I have incredibly thick, frizzy long-ish hair which poofs very wide - very much like "Monica from Friends in high humidity" i.pinimg.com/originals/ba/21/c1/ba21c1e4b7132a7bf6d3415c23280cfe.jpg

To get rid of some of the bulkiness, I used thinning shears on big chunks of hair in the underneath layers very close to the root, brushed it out and it looked great. So I'd keep doing this every 6 weeks or so whenever I felt my hair was getting bushy which seemed to be effective. However, now the growth of all this hair has had a huge bulkiness to the top half of my hair with rats tail like thin uneven stringy hair at the bottom :(

What can I do while I wait for it to grow out? And how do I thin it effectively?

The hairdressers obviously can't do much at this point and I couldn't afford to go the hairdressers every few weeks (women's haircuts are very pricey)
