You could perhaps blow the budget and go skiing to one of the Club Med hotels, we did that one year and loved the atmosphere.

Yes, what I like about celebrating New Year in Europe is that most countries celebrate Christmas/NY carnival and decorations stay up till 6 Jan so there is no gloomy NY look in town.

Bruges will also be cold (although I adore the place).

BA flight+hotel deals are really good value and, as a PP said, they go to Seville. We did it with them for less than £300.
