Sounds about right. I work in another large company where a "thankyou" is a gift card for that company...

We've all said that we'd rather receive a coffee or cake from local cafe...

What is the thank you for? If I’d got that I’d wonder why they’d bothered, and feel a bit offended that they thought I’d be grateful for that!

Depends what the thank you is for. If it's a thank you for covering a shift at the last minute then I think that's fine. If it's a thank you for 20 years service then it's not fine!

Everyone was issued one as thank you from head office/the company.

Obviously a thank you is a nice gesture but £3 is an paltry amount to show appreciation.

Particularly when they aren't really gifting £3. They are only gifting the 'profit' they would have made on £3.
