Electric scooter for an adult commuter - great present or disaster in waiting?

Just that really! I’m in charge of a birthday collection and I am wobbling we know the recipient thinks commenting in London would be a lot more fun if they could use an electric scooter like many people they watch doing just but I also know there is a legality issue! Help - do I buy it or do I give the money and the suggestion that they buy it themselves if they want it? Donors split between those who want to give a physical present on the day and those who don’t mind either way.

What would you do?

Commuting, not commenting. Shouldn’t type and walk.

What’s the legality issue with electric scooter?

I think that would be what is making the difference for me.
