According to Shelter in Scotland yes they do need the tags “Any upholstered furniture provided by your landlord should be fire resistant. This includes sofas, armchairs, mattresses and head boards and cushions. There should be a symbol on these items to show they conform to safety standards.”

Thank you both, that’s very helpful. If a furniture item doesn’t have these permanent tags, does it have to be replaced or could tags be applied after some sort of testing?
