Anyone set up a deferred payment scheme for a parent in residential care?

Just wondered if there was anyone who'd set one up for a parent who owns a home and is in residential nursing home.

I'm struggling with who fills in the ID1 and where etc. (Another family member has POA for finances)

Would be nice to talk to someone and have it make a bit more sense!
