Anyone else had a random letter from CMS?

DH and his ex share custody of their children. He has never paid maintenence because basically, they spend more time with him and he also just buys stuff as they need it (uniforms, new shoes etc)

On Friday he got a random letter, telling him CMS are writing off a lot of unpaid debts and his is being written off completely as a result. His ex got the same letter too., This seems, odd? I mean, theres no actual debt for them to sort between themselves, but why would CMS just randomly decide to write off a lot of debt, given how much a lot of single parents with crappy NRPs need the money? I was wondering basically if anyone else has had this, and it could be a scam in some way or something? Its been niggling at me since we opened it. He has not been contacted by them since about 12 years back when they did a checkup on him, and at that stage both he and his x contacted them letting them know that nothing needs to go via CMS anyway as they have their own arrangements, seems just..confusing to me that 1. This would come out of the blue and 2. CMS would write off large amounts of debt (IF he did owe, it would be 12 years worth) for seemingly no reason?

I got one too. My daughter is nearly 30 and her dad didn't pay maintenance but I told them not to bother pursuing it about 18 years ago as I didn't want any money from him. I have no idea why they wrote to me and I just binned the letter. I suspect they have been going through old cases and decided to write off certain cases.
