What is this? Mystery measuring cup

Found this in the kitchen. It has holes up the side and a measuring cup on the top!

For context, we have children and a dog and a cat.

I want to chuck it but it feels like it might be important. It says Elm on the side.

It's out of liquid ovex.

It's a medicine measure. U use the small bit on the top. The holes are the upside down bit.
