I think NHS managers have been scapegoated by the Tories for 30 years at least. Even today they said they are going to reorganise to "reduce bureaucracy". Yeah, right they are! To move along to plan B of the privatisation agenda, they mean. But you lot will take the blame, bastards that they are.
