Nope, because the reasons why a woman doesn't menstruate are sex specific, e.g. pregnancy, menopause, a symptom of malnutrition. Women who don't menstruate because of e.g. MRKH have a sex specific condition.

I would answer your suggestion for humans, some women, some trans men and some non-binary people could get pregnant but not every woman, trans man or non-binary person.
