Looking at it in terms of criminal law, I'm not sure the police can do anything.
PA asks his protection officer to get him some information. The police officer replies, I'm sorry sir, I'm not able to do that. It would be illegal."
PA doesn't commit a crime by simply asking for information. Stupid, entitled and selfish but not criminal. I think it only becomes a criminal offence if he offered the police officer an inducement, or if the police officer provided any information.
