Putting "country bumpkin" in quotes implies that it was Harry who referred to the Middletons as "country bumpkins." When that is a quote from Tina Brown, who has a long history of exploiting the royals to make money, and of being extremely snobbish and anti-Middleton.
Tina Brown is just using Harry as a way of expressing her own feelings about Kate and her family, and basically using Harry as a get out of jail free card to call Kate's family "bourgeois country bumpkins."
Tina Brown tears strips off the Middletons in this article. The language she uses is not acceptable at all, and it's clearly her choice of language, nothing to do with Harry. Harry isn't even quoted in the article!
All the article says about Harry is that Harry missed his close relationship with his brother once his brother married and had kids (pretty normal and something lots of close siblings experience when one gets married) and that countryside life bored Harry (again normal and not negative towards Harry).
All the country bumpkin, bourgeois stuff, that's 100% Tina.
