Everything he does is designed to further his ambition. After 24 hours or so of deliberation, he obviously came to the conclusion that not enough people actually don't understand what the officers were dealing with and had to do, and it would be better for him if he withdrew the statement.

In that sense he's a good weather vane so that's somewhat reassuring.
