Terrorists do not always try to maximise casualties. Their aim is to induce terror (the clue is in the name) and reach their aims that way.
They can do this by killing people, injuring people, kidnapping people, threatening people, intimidating them or their children, beating them up, killing their pets, or destroying or damaging their property or things that matter to them on an emotional or symbolic level (such a firebombing an empty synagogue).
You ask elsewhere 'What have I claimed?'
You didn't claim as such, but you put out the strong suggestion that the attack on Hatzolah was perhaps a 'false flag' or for insurance. This plays directly into anti-Jewish tropes (scheming Jews, greedy Jews), and that was why your comment was reported and deleted.
