Maybe they've found another variant so he wants people to 'think about' everything they do and whether it's essential or not. Again.
IE he wants people to be distracted from whatever fuckery his government are up to now, and the most effective way is to frighten them about Covid without giving either clear directions or any financial support, so they can all turn on each other. Again.
