Charles could issue a statement like this, As you are aware the Duke &Duchess of Sussex are returning to the UK with their family.Due to media scrutiny we confirm they will not be returning as working members of the Royal family and as private citizens will not be residing on crown property. Any security measures will be undertaken by themselves.
