I would think he may not have been included in the first phase of travel plans for the family. That will have been her children and William as next in line. Not a deliberate snub, but a reflection of him not living in the UK and not being a full time royal anymore. it's sheer luck he's here now and may yet get to see his grandmother once more.

They wouldn't put all the royals on the same flight anyway in case anything happened to the flight.
The others were on that because Edward is the Queen's son and William is in the direct line of succession so they would have the priority of getting on the RAF flight which would be there faster.

Just as a guess, it might affect financial markets if there's perceived to be a sense of national crisis (to add to the levels of crisis already in effect, I guess)

The queen found out her father had dies while she was on an overseas tour which made everything very public, and Willian and Harry had cameras shoved in the window of the car taking them to church hours after they and the public, learned of their mother's death. I wonder if they all want to be up at Balmoral together and in privacy when the news breaks to the public.There will be lots for the family to organise, but also lots of ducks for the authorities to get in a row before the descent of the grieving public on Buck house , windsor and Balmoral.
