I need reality check. Without context initially, if you saw your partner hugging another woman with his arms around her but underneath her jacket, what would you think? Would you be OK with that?

I'll flesh that out but I'm just curious on the initial gut reaction

Im a huggy person in general and would normally hug my close friends (also women) when greeting them/leaving. But if I did a wierd arms under the jacket, protracted hug like that they would probably want to know what the hell I was doing. Likewise if they did that to me. Wayyyyy to intense. And these are people of the same gender. That sort of hug is way to intimate/intense.

Well, yeah, probably. The arms around the waist hug is a very different hug to the arms around the arms.
I tried it with my DH. Lifted my arms whilst wearing a jacket. He encircled his arms around my arms so I'm obviously in trouble!
It happened in a carpark did it? So no worries about potentially being seen then.
One of my DH's mates used to slip his arm around my waist when we kissed goodbye. I think some men just like to feel a waist from time to time?

Of course. There's a difference between hugging someone who's not wearing a jacket and putting your hands up someone's jacket!

Both arms round neck is very intimate... means both people have the front of their bodies completely touching.

A friendly hug would be shoulder to shoulder type contact with minimal touching of fronts.

Have you said to your husband that you saw him and it looked inappropriate? Especially if it's the same friend / colleague who has been an issue for ages?

If it is your husband - this is escalating from looking at her pictures to physical contact now... you need to have a showdown with him and leave if this continues as it’s turning or has turned into a full blown affair

What I meant was - if she hadn't been wearing the jacket, would the OP have noticed something off? I said yes, probably. So although it's an interesting detail to the scene, it's not really the jacket thing that's of concern, but rather, the placement of his hands/arms, i.e. a married man should not be slipping his hands/arms round another woman's waist while standing directly in front of her, whether she's wearing a jacket or not. It's far too intimate. You should tell his wife.
