The article simply states this is a MAXIMUM theoretical fine. The maximum fine is rarely ever imposed, and this is purely a theoretical fine based on filming someone's private life.
Now while I know virtually nothing about French law, I seriously doubt that masturbating on a train qualifies as someone's "private life", and therefore, the whole thing is just fake news. To confirm this, I googled the woman's name (Natacha Bras) to see if she actually received any fine for filming this man. No such stories could be found, which confirmed that no such fine was issued to Natacha Bras and that my initial suspicions were indeed correct.
