Dog barked at our puppy today making him cry 😢 should we of said anything to owner

Hi we took our 3 month old puppy to get his nails cut today, our puppy was on a lead & other dog (Collie) was on an extendable lead with his owner. When we walked in the Collie barked in our puppies face making him cry & run away. So should the owner of the Collie of said sorry? Should we have said anything to owner (we didn’t as we didn’t want to cause a scene over a dog barking making our puppy scared).

It’s dog behaviour. Not the same as human behaviour.
Your pup is seen as inferior, lower down the pack order to all other dogs. In the wild the older dogs would bark, shake or even pin a pup down to put it in its place. Sounds harsh to us but it’s pack behaviour.
Your pup cried to say hey I’m little, I know, don’t kill me. He may well have laid down or laid on his back to show his submission to the older dog. This is all wired into his brain so don’t worry he won’t have come to any harm.
Pack behaviour is fascinating, well worth watching other dogs when your pup is ready to go out into the world.

Anyone else guessing that the puppy is one of those very pampered indulged breeds? Sitting in a personalised velvet cushion with ribbons adorning its fur?

I've now got images of that pampered dog that was in all creatures great and small many years ago 😂

Good luck OP apologising every time your dog barks at other dogs when it's a few weeks older. And good luck teaching your dog how to bark apologetically just in case it offends.

To the people who seem shocked that a puppy needs its claws clipped- I have always clipped my dogs claws once a week, right from when they come home at 8 weeks. Even if it’s just a tiny trim, it gets them used to having it done regularly, and gets them in a routine of being handled/checked over. Some dogs may not need theirs doing very often, but I hate seeing so many dogs with really long claws. Long claws will split and break more easily, and cause discomfort that can lead to joint issues.
Sorry to go off topic, but it’s a real bugbear of mine!
Hope your puppy gets over it’s fright 😀

They are perfectly safe if (big if) you use them properly. Sorry, but I have to disagree. Extendable leads give the dog freedom to run further away from you (which is a problem if you are not paying attention or your dog does something unexpected) and you cant get them back as easily as on a static lead. Have also seen them jerk out of hands, rewind themselves and frighten the dog because something is now running after them.

The dog in question is a collie, remember.

Collies are specifically bred for their recall. I’ve yet to meet a collie who doesn’t have excellent recall, to be honest. It’s not even something we taught ours - she just did it.

Collies are generally not satisfied with an on-lead walk. They are bred to run free on hilly terrain all day.

Arguably, collies don’t do well in urban environments unless they have an owner who is able to give them the exercise they need. Which doesn’t involve ambling alongside a human.
