To call neighbour and tell them to come home from work?

And let their sodding dog in?

Think terraced house, very small garden, one end has shade, so neighbour has sodded off to work and left their bloody yappy dog shut in the garden for the day!!! It has been barking for 2 hours now!! Aaaaaaaargh!!

Does it have water? Otherwise, it's outside, with shade available. Where would you LIKE it to be? It's just about the barking annoying you really, isn't it. Fair enough, but don't come on all RSPCA about it.

This weather is when tempers start to fray. Neighbours either have yappy dogs, kids with no boundaries or volume control and BBQs/bonfires when you want a bit of peace.
I'd go crazy with a yapping dog next door. Ring Environmental Health at your local council. 😧

What a ridiculous statement. Of course a dog's sensible enough to sit in the shade!!! Any animal (even stupid ones like sheep) knows to sit in the shade.
I'd guess that the neighbour has chosen to put the dog in the garden today so it doesn't get too hot in the house! I grew up in an equatorial country, and dogs are always outside, for their own well being. Well done to the neighbour for caring about their dog.
BUT the barking all day would be annoying, and they need to know about that.

If there is shade, shelter, water the RSPCA won't help even if the dog is miserable
The council will want a few months worth of logged evidence

That is terrible! Poor dog - thank you for giving him/her water or it would have probably died. If they HAVE to leave it outside, they should at least get a baby pool for it so it can cool off somewhat in the water. These people don’t deserve a dog!

You need to report this to your local council as a noise nuisance as it is animal cruelty.

Go to their website and down load a noise diary, complete it and submit it to them.

Or just knock their door and have a civilised conversation with them

If this is a one off then hopefully that's all it will be but do they normally leave the dog in the house where it presumably doesn't bark?
Our previous obnoxious neighbour had several dogs and would happily and noisily go off to work every day at 6.30am leaving them all inside the house (semi-detached cottage with ours) even though he knew that if the little yappy one who barked if a leaf blew across the garden they would all start and go on until they were practically exhausted!! This woke me up every morning and it was impossible to ignore so in the end I had to change bedrooms to the back of the house to be able to sleep but once up and about it was still annoying and unpleasant as we could hear them even with the doors and windows closed! 😱
If your neighbour is not answering your text she is 'ignoring you in the hope you will go away' and is obviously not 'bovvered' that both you and the poor dog are stressed out! 🙄
Sorry but this will not be easily solved even by reporting it to the council, they're very ineffectual these days and the RSPCA the same unless it's real cruelty, they're all overstretched and short of funding...How do I know all this? We tried everything but got nowhere and had to wait until neighbour suddenly sold up and moved. 😊
We have lovely neighbours now and they have...A CAT!! 😺

I have over the years, found the RSPCA completely useless (regarding starving horses abandoned in terrible weather without water or food or shelter, abused puppies, chained up dogs, starving cats and kittens, etc.)

They never answer the phone and they don't respond to emails or voice mail messages.

Rather, speak to some local vet practices to find out what animal welfare groups or volunteers they are in contact with, and contact them.

Or cause an accident, bite someone, any number of awful and horrid things could happen. Yes it's bad the owner left the dog, but it's not the dogs fault. Anyone suggesting the OP should let it out needs a good rethink.

Our neighbours have a catflap for their dogs. They are constantly out howling and yapping at thin air. No respect for anyone around them.

I’d be calling the police to rescue a dog in distress! I live in a terraced house & know how hot my yard gets, even when not in full sun, so that dog is not going to be doing well after 4+ hrs out there no matter how much water they left it to drink or how much shade the dog has!!

UPDATE! Owner didn’t come back at lunchtime so I called and they asked me to let myself in to their garden and let the dog in the back door. Dog is now back in the house.

Had they forgotten they had left the dog out the back without water or anywhere to really cool down? Shade in a terraced yard is still going to be hot as hell for a dog in this weather! Even mine & my neighbours cats come in & lay on my cold tiled kitchen floor in this heat!
Have a word with them & ask if they would like you to help with their dog while they are at work. I dog sit for friends at mine, at friends if they are in holiday, & let doggies out for toilet breaks, while friends are at work, when I am well enough to.
It isn’t something I could commit to 100% but I help where & when I can.

I don't have a dog anymore, because I'm not home to let it in and out when necessary, and it's not fair to the other neighbors that are home that have to put up with the barking. Maybe I will get a dog once I retire, but I'm still working, it's a non-starter. I love dogs, but it's just cruel to keep one locked up all day without someone to keep it company!!
