AIBU to ask if Boris was having a manic episode in his peppa pig speech today?

Just that really

I have a loved one who has bipolar disorder and to me, this looked very much like a manic episode. If so, I hope he gets the help he needs.

It is about 2 seconds at 1.09 and 2 seconds at 1.19 and it is embarrassed for him laughter.
Besides which... is this how you measure the Prime Minister of the United Kingdom? He has to have them falling around with hysterical laughter at pathetic jokes and inappropriate nonsense?
I certainly don't.
He's not Roy Chubby Brown or Michael McIntyre.
He is supposed to represent our country and he's a complete buffoon and totally unable to do the job.

Surprisingly a lot of civil servants actually like working for Gove because regardless of whether you like his views, he is apparently very sharp (probably all that coke ) well prepared , does detail and is respectful of the staff and listens to them too.

I saw a spoof of this speech when I’d only heard about Boris losing his place and talking about peppa pig world. The comedian in the spoof did car noises and I did think “well that’s a bit silly, a bit far even for Johnson.” I didn’t realise until afterwards that that came from the actual speech!
