to find my BIL's declaration of love for my sister annoying and awkward?

For example we all had dinner at my mothers on Friday evening. We'll be having a conversation, and then he'll just come out with "god I love you" randomly in the middle of the conversation.

He does this quite a lot.

They have been married 7 years so not really in the honeymoon phase.

Of course I'm happy that me sister found someone who clearly adores and loves her but I don't think during group conversations you have to randomly interject with declarations of love for your partner.

I think I need to know more. For instance, my husband is a bit of a nerd, and if we were having a conversation with a group and I make a "nerdy" reference, he might say something similar. Just really expressing how much he appreciates me picking up on his interests. Was it like that?

Hmm.. Why on earth would you be anything less than happy for your sister that she has someone who adores her.

Is she happy? That's all you need worry about. and not so seething with jealousy

Mmmmmmm this does sound odd.
Personally I would never have received a public declaration like this from my DH as there would have been an immediate cacophony of horrible noise from our DC's pretending to be sick.
Have you asked your DS if she likes it ? And/ or why does he feel the need to tell her when there is an audience?

DP & I have been together for about the same length of time & I tell him I love him at random times.

We work for the same company although our paths only cross a couple of times a week but I will tell him love him in the middle of the office or on the phone and he does the same. I wouldn't barge in if he is interviewing someone, or he interrupt if I am in a meeting that would be unprofessional (or there is someone there that I know is getting a divorce or breaking up with their partner- that would be inconsiderate) but just in conversation - no problem.

If people are offended by this I am afraid that is their problem not mine.

Is your BIL married to your sister (well obviously he is, but is this BIL married to this sister.) If they are then YABU.

Yeah that's fine. Don't most people do that?

Would you do it if you were having a group conversation about for example something in the news? You would randomly say in the middle of that conversation "God I love you" ... in a turned on way?

Each to their own I guess.

Both my DH's siblings have had marriage issues in the last year, with one leaving his wife and kids and the other having a full blown affair with someone at work. Now everything's all blown over, both couples now smoochy woochy with each other, (even at someone else's wedding while they were taking thir vows???) and my husband and I, who are actually really happy and together, sit and cringe at the fakeness of it all. Once you're grown up and not at high school, you don't need to be all over each other especially in public or in front of your family.

It sounds really rude actually. Like he's so bored of everyone else talking he just shuts them down with a random and public declaration of love for your sister. Is he annoying in other ways too?
