Others may place their own connotations on it of course. But that's how I mean it.

When it is written on their website under the heading policy, one rather assumes it is policy. At least, that is what I thought when I looked at section six under the NHS policies and read "we shall look again at special needs provision and provide congregate communities for the learning disabled".

What is it when it is labelled policy and it isn't?
