Why are you asking?

Its been photoshopped as the hips dont seem proportionate with the rest of her, so they've thinned down her arms and legs for some reason by the looks of it but kept the curve of hips to show off the dress shape.

I think she looks proportionate. The hip is exaggerated because she's leaning against a wall and popping it out.

Photoshop isn't itself banned, but there are ASA regulations implemented which mean that no photoshopping or editing are allowed to exaggerate what the clothing can achieve. Editing someone's weight or body proportions to accentuate their figure comes under this.

slight smoothing and good lighting, yes. Slimming someone or nipping in a waist isn't. It's heavily frowned upon.

Her thighs and arms look too thin to
me, the rest of her it’s hard to tell in the dress but she’s probably got a very low bmi. I wouldn’t trust it not to be photoshopped anyway.

I wondered if the dress was a bit shapeless so the way she is positioned or perhaps photoshopped is to make it look shapely. Perhaps as another poster says she is just at an extreme angle

I would say if you are wanting to judge if she is "too thin" you would need to see her dressed more revealing . She looks fine in what she is wearing but other clothing could very well reveal the protruding ribs and clavicles usually seen in dangerously underweight people.

I'd say she looks entirely normal. She has the same shape legs as me (5ft 10, bmi of 20) which is nice to see for me because I grew up thinking my legs were too long and thin until I was about 30.
