It seems quite a cold and unpleasant world where nobody is to ever express concern at a fellow human being who is clearly suffering - I would say ostentatiously suffering.
Shock at this man's appearance is to be expected, it's rational and I would also suggest probably a large part of his motivation. He wants to shock & provoke, he is asking the world to respond to him. You might even say he's begging for a reaction.
I can recognise this because it's a human need to be seen and acknowledged. We want our pain to be met by others, we want to be witnessed. So no, no anger or hatred here, that's an odd take. Just shock and compassion and anger at any person who would enable this.
We live together in the world, we're all just walking each other home, as the saying goes.
We should look out for each other, we should try to take care, we should at least offer help rather than shrugging and saying 'it's his choice'.
