I would guess Warhammer because I'm married to a nerd but that sort of thing draws heavily on evil empires of the past and so some of it inevitably looks a bit Nazi to the untrained eye. This is definitely a 'get changed once you get there' outfit.

It's a little Nazi, but I assume that's done on purpose to give a generic nasty military type feel. Assume its a specific character/ style that will be recognisable to others. It'll get some looks on the way to the event, but then most costumes would, and it's OTT enough that I don't imagine they'd be mistaken for someone who supported nazi viewpoints if that's what you're worried about?

My first thought was 'Dr Who character'.

Presumably the event he is going to is themed towards this though? So if it's a con, his costume is relevant and immediately recognisable. He's not going to a Mumsnet Meetup.
