I think what's being said and what's being read aren't the same thing.

The point is that women are repeatedly told that the population wishing to have privileged access to their spaces and to be exempted from some safeguarding boundaries can have this because there is never anyone within the population who is inappropriate or unsafe to be there. This is another named case that proves that this is untrue, this population is the same as all other populations as you would expect, and cannot be exempted on those grounds. In the same way that being female is not incompatible with the above, being disabled is not incompatible with the above, having O neg blood type is not incompatible with the above.
