@VladmirsPoutine I’m in a different province to this person, but in my province there seems to be no dress code for teachers. Some, especially the young ones, will show up in anything; ripped jeans, shorts, leggings on women, tshirts, etc. Teachers’ unions are very strong in Canada.

Newspapers are today reporting that he's saying he's intersex not trans and the breast are real and part of his undiagnosed medical condition. He is apparently looking at this with his doctor. Neighbours say he rarely goes out like this unless going to school. Apparently he gets regular welfare checks from the police. Oh and there are people who are saying they've witnessed the tits being put on.

Yes, I read through the school's rules and while pupils are prohibited from wearing clothes that among other things 'show outlines of nipples', (iirc maybe a slight paraphrase), there is no dress code at all for teachers.

It's why some men stare at breasts so intently. Previously, I'd thought it was because they were creepy pervs with poor social skills - now I realise it's because they're afraid if they don't watch closely said breasts might rear up in unprovoked attack.
