This is massive. And the whole board and all people working there must be very concerned for their roles. Because how many of them were complicit. Green certainly didn’t act in a vacuum.

I expect that the Guardian must have known something was up and that is why the mixed messages from them lately.

I wonder just what reach the wider ramifications have here.

It means that first the report was commissioned, then Green resigned. Implying causality in an arch way without actually saying that's why she left.

In order to try to reassure the CC, the trustees commission a specialist organisation (there are several who do these sort of things) to do an independent report. This will sometimes reassure CC that trustees know what needs to change and are taking decisive action. Unfortunately for mermaids, that hasn’t worked and either the findings were too damning or it was deemed too little, too late.
